There are many waterproof coatings, none stretchproof and 100% breathable.

How do you bring Dr. Dry on?
Make sure the item you want to treat is clean and has not been washed with fabric softener or other additives before using Dr. Apply dry. Apply generously, making sure the item is soaked. This way you ensure that all individual fibers receive a layer of coating and the optimal result is achieved. Allow to dry for at least 24 hours before use.
Why Dr. Dry
Other coatings create a layer on the textile, keeping rain out, but moisture and heat in. The result is an experience similar to cycling in a garbage bag. If you decide to move and stretch the textile a bit, the coating will 'tear' and you will still get wet.
